The issue is not the proposed reform, rather it is the failure to implement the agreed reforms in the manner agreed – particularly wrt development of resource plans as per agreed timelines and the subsequent implementation of those plans such they can be evaluated and continuously improved. While commitment comes in word only and not in deed, then future debate is fundamentally a waste of the time of all stakeholders. This is an issue of integrity and political will, of which both have been to be shamelessly found wanting. If the responsible authorities (State and Federal govt – not grass roots organisations) cannot ensure that they have the support of their key lobbyists or the will to act in the interests of the community more broadly, then any entry into debate is disingenuous. This is question of leadership, it remains to be seen if there’s any out there.
